Provided is a development member which can be inhibited from fluctuating in resistance even when exposed to a high-temperature high-humidity environment for a long period. The development member comprises a shaft core, a conductive elastic layer disposed on the periphery of the shaft core, and a surface layer disposed on the surface of the elastic layer, wherein the elastic layer comprises a dimethylsilicone rubber and carbon black, the relationship between the amount alpha of silicon-atom-bonded hydrogen atoms of the dimethylsilicone rubber and the amount beta of the hydrogen atoms of silicon-atom-bonded methyl groups of the dimethylsilicone rubber being 2.5×10-5<=alpha/beta<=1.0×10-4.
