PROBLEM TO BE SOLVED: To provide a technique to recommend a portlet with a function which becomes an entrance for content frequently browsed by a user, without requiring a workload of the user.SOLUTION: A portlet processing device comprises: a browsing data acquisition unit 101 which acquires browsing data of a user; a browsing data storage unit 102; a browsing data analysis unit 103 which specifies a content frequently browsed by the user on the basis of the browsing data; a portlet content correspondence information storage unit 104 which stores content correspondence conditions for portlets which can be arranged in a portal page; and a portlet recommendation unit 105 which outputs information showing the portlet which is set to refer to the content determined to satisfy the content correspondence conditions for portlets among the content specified by the browsing data analysis unit 103 as a recommendation portlet which is recommended to be arranged in the portal page of the user who has browsed the content.
