FIELD: information technology.SUBSTANCE: method includes the following steps: receiving an access request message initiated by a downlink service, wherein said access request message includes data transfer speed for the downlink service; determining the number of resource blocks needed to execute the downlink service in accordance with the data transfer rate of the downlink service; determining power needed to execute the downlink service in accordance with the number of resource blocks needed to execute said downlink service, and radio transmission environment characteristics, if the number of the remaining downlink resource blocks of the cell is not less than the number of resource blocks needed to execute said downlink service; providing access to the downlink service if the remaining downlink power of the cell is not less than the power needed to execute the downlink service.EFFECT: meeting data transfer requirements when executing a service after access thereof into a cell, resulting in stable operation of the system.10 cl, 4 dwg |
