PURPOSE: An angle controlling device of a retaining wall block and a retaining wall block construction method using the same are provided to reduce the amount of backfilling concrete and banking soil by controlling the angle of a retaining wall block to reduce a space between the retaining wall block and a cut-slope. CONSTITUTION: An angle controlling device (100) of a retaining wall block comprises an insertion rod (110) and a coupling pipe. The insertion rod penetrates a retaining wall block. The outer circumference of the insertion rod is formed with a screw thread. An end of the insertion rod comprises a rotating handle coupled with a pin. The coupling pipe is inserted with the insertion rod. The tip end of the coupling pipe comprises a support end which adheres to a cut-slope. The support end comprises a plurality of anchoring protrusions towards the cut-slope.
