PURPOSE: A BSE(Base Station Emulator) and a control method thereof are provided to stably extend a call processing scenario by enabling a user to change a call processing procedure by using a script. CONSTITUTION: A state machine(138) checks a current operation state of a BSE in a call processing scenario script. The state machine manages the state of the BSE. An L3 message table(137) manages an RRX(Radio Resource Control) or NAS(Non-Access Control) message. The L3 message table constructs an interface for using the call processing scenario script. A scenario processing engine(131) exposes a function related to the call processing scenario script. The scenario processing engine transmits the L3 message created by the call processing scenario script to a L3 message transceiver.
