PURPOSE: A system for monitoring a disaster and a method thereof are provided to implement an efficient wide area disaster monitoring system with low cost by overlapping real time video photographed by a monitoring camera on a previously photographed panorama background video partially. CONSTITUTION: A disaster monitoring system includes an observation photographing part(200) and a monitoring server(300). The observation photographing part generates monitored video and monitored video data. The monitored video is obtained by photographing a monitoring area through a monitoring camera installed at a monitoring spot. The monitored video data includes photographed monitored area coordinate information. The monitoring server displays a panorama background image on a control screen, and receives the monitored video data from the observation photographing part, and overlaps the monitored video on a position corresponding to the panorama background image on the basis of the coordinate information.
