PROBLEM TO BE SOLVED: To effectively utilize resources of control channels.SOLUTION: M pieces of unit resources of a first control channel on which a base station transmits first control information are defined to be basic resources which are a unit in which unit the first control information and resources of a second channel on which a mobile station transmits second control information are correlated to each other. Information on correlations between the first control information and an index to resources of the second control channel found on the basis of an index to unit resources having the first control information assigned thereto and the number of unit resources constituting a basic resource are shared among the base and mobile stations. The base station assigns the unit resources of the first control channel to the first control channel before transmitting it, and the mobile station transmits the second control information using resources of the index to the unit resources to which is assigned the received first control information and of an index to resources of the second control channel found from the correlation information.
