PROBLEM TO BE SOLVED: To notify in anticipation occurrence of a hazardous event or biological abnormality of a disaster victim or a disaster-prevention responsible person under a situation where disaster occurs, for each person.SOLUTION: A portable terminal MSa transmits information expressing an active state of a work engagement person input on a Web browser 212, i.e. the information expressing the amount of clothing, walking speed, and a movement state, and also respective kinds of measurement data on air temperature, humidity, and wind velocity taken in from sensors 26, 27 and 28, to a management server SVa as an http response. The management server SVa calculates an active index (a cold index) of the work engagement person, on the basis of the information expressing the active state of the work engagement person and the respective kinds of measurement data on the respective sensors transmitted from the portable terminal MSa, and then, transmits calculation result to the portable terminal MSa together with an alarm message, to display the calculation result. |
