The purpose of the present invention is to provide an audio and speech coding device, an audio and speech decoding device, a method for coding audio and speech, and a method for decoding audio and speech for efficiently coding a quantization parameter for division multi-rate lattice vector quantization. In the present invention, first, the location of the subvector with the codebook instruction that consumes the most bits is identified, and the value of the codebook is estimated on the basis of the total number of available bits and information about the bit consumption condition of other subvectors. The difference value between the actual value and the estimated value is calculated. Finally, the location of the subvector with the codebook instruction that consumes the most bits, and the difference value between the actual value and the estimated value are transmitted in place of the codebook instruction that consumes the most bits.
