PURPOSE: A catalyst with photolysis vitality is disclosed, along with a manufacturing method thereof. The catalyst is characterized in improving the dispersion degree of the catalyst deposited in a titanium dioxide supporter, the hydrothermal stability of a titanium dioxide type catalyst, and the inner skin toxicity about the poisoning substance generated in the degradation process. CONSTITUTION: A catalyst with photolysis vitality has a titanium dioxide supporter and a metal precursor. The metal precursor is at least one selected from a group of Mg and Ge including transition metals. A manufacturing method of the catalyst with photolysis vitality comprises the steps of: melting 5% by weight of magnesium chloride or magnesium hydroxide with iron based on the weight comparison of 1:1 in distilled water 100g with 1% by weight of H2SO4 based on titanium dioxide supporter 100g, stirring the above melted substance at room temperature, adding titanium dioxide supporter 100g and stirring the substance at room temperature, drying at 100°C, and firing at 600°C.
