PROBLEM TO BE SOLVED: To provide an electrode complex which allows the formation of a photoelectric element having a wide reaction interface area, and has high electron transportability between a reaction interface and an electrode.SOLUTION: An electrode complex according to the invention comprises: a first electrode; and a conductive particle layer arranged on the first electrode. The conductive particle layer includes conductive particles at least including acicular particles. The conductive particle layer has a porous three-dimensional cancellous structure formed by chains of the conductive particles; the three-dimensional cancellous structure is connected with the first electrode. In the conductive particle layer, the total volume of pores having a diameter of 50 nm or larger is equal to or larger than 50% of the total volume of all of pores therein.
