PROBLEM TO BE SOLVED: To provide a control apparatus of a hot rolling mill for a thin plate which achieves a stable material quality without adding a complicate device even when accuracy of a material quality estimating model is not good.SOLUTION: A hot rolling mill for a thin plate is configured by including a finish rolling mill where plural stages of rolling mills are set, a run-out table which cools a rolled material rolled by the finish rolling mill, and a winding device which winds the rolled material cooled by the run-out table. A control apparatus of the hot rolling mill for the thin plate which controls the hot rolling mill for the thin plate based on a rolling schedule is configured to include: a deformation resistance calculation part which calculates the deformation resistance of the rolled material by at least one stage rolling mill of a back stage among the plural stages of the rolling mills of the finish rolling mill; a cooling rate correction part that calculates a correction value of a cooling rate at which the rolled material is cooled by the run-out table based on the deformation resistance calculated at the deformation resistance calculation part; and a cooling control part which controls cooling of the rolled material by the run-out table using the correction value of the cooling rate calculated at the cooling rate correction part.
