PROBLEM TO BE SOLVED: To provide a communication management system which allows a user to understand why the working state of a communication terminal on the destination side cannot be obtained on the side of user's communication terminal.SOLUTION: When a communication system used by a destination terminal (01da) is not the communication system used by a request source terminal, a communication management system transmits working state information indicating that the working state of the destination terminal is unknown, or different communication system information indicating that the communication system used by the destination terminal is not the communication system used by the request source terminal, to the request source terminal. Since the user on the request source terminal side can understand that the working state of the destination terminal cannot be obtained because the communication system of the destination terminal is different, the problem to be puzzled as to whether the communication start process is waited or carried out can be eliminated.
