The invention provides a static atomizing device and an electric dust collector which can shorten the time before water is atomized and the time before the start of continuous atomization. A partial water absorption electrode (91a) and a water absorption electrode (91b) can absorb water that undergoes dewing on an insulating strip (97) which is cooled down through the heat absorption of a Peltier component (95) from the front end, and can atomize mist having free radicals through natural electric discharge from the front end.
