PURPOSE: A manufacturing method for a photoluminescent carbon nano point is excellent in light emission stability, is economically advantageous and biologically safe. CONSTITUTION: A manufacturing method for a photoluminescent carbon nano point comprises the steps of: (S100) drying prepared food waste residue or animal excrement sample up to the moisture content of 1 % or lower, (S110) muffling the dried sample for 2-3 hours at 300°C-600°C,(S120) stirring the muffled sample to extract a solvent, (S130) filtering the extracted sample, (S150) concentrating the filtered sample, (S160) dissolving the sample in water, and (S170) lyophilizing the dissolved sample at -45 °C or less, and in the vacuum pressure of 19 Pa or less.
