CONSTITUTION: A communications part (210) receives data containing one or more of multiple message-oriented (MO) data, which is transmitted to a specific MO number, and multiple application data transmitted to specific ID information. A storage part (200) successively stores the data received by the communications part in a database. A processing part (260) classifies multiple data stored in the database into valid data and invalid data. A payment part (270) confirms a communications company, to which a data transmission terminal is contracted, or an application operating company corresponding to the data classified as invalid data by the processing part. The payment part transmits the unique number of the data transmission terminal and a charged service classification code.
