PURPOSE: A mulching film, and a manufacturing method thereof are provided to facilitate manufacturing and sprouting of seed after direct sowing. CONSTITUTION: A manufacturing method of a mulching film comprises the steps of: coating an adhesive on a pulp nonwoven fabric band (20); sticking seed (s) on the pulp nonwoven fabric band; manufacturing a mulching film by sticking the pulp nonwoven fabric band attached with the seed to a resin film (10) having a sheath (11); and sticking a second pulp nonwoven fabric band to the other side of the resin film corresponding to the position of the other pulp nonwoven fabric band. The bio-decomposable resin is a kind or a mixture of more than two kinds selected from a group comprising bio-decomposable resin, polylactic acid and its copolymer, plycaprolactone, petrochemical system synthetic resin, and polybutylene succinate.
