PROBLEM TO BE SOLVED: To provide a light-transmitting organic electroluminescent element, an illumination device, and a method for manufacturing the organic electroluminescent element.SOLUTION: The organic electroluminescent element includes a first electrode, a wiring layer, a second electrode, an organic light-emitting layer and a light-scattering layer. The first electrode has a first main surface and has light-transmitting properties. The wiring layer extends in a plane parallel to the first main surface, is connected to the first electrode, has conductivity higher than that of the first electrode, and has light reflectivity. The first electrode has a portion which does not overlap the wiring layer when being projected. The second electrode faces the first main surface, and has a light-reflecting conductive portion which faces a part of an area that does not overlap the wiring layer when being projected. The organic light-emitting layer is provided between the first main surface and the second electrode. The first electrode is arranged between the light-scattering layer and the second electrode. The light-scattering layer has a portion overlapping the wiring layer and the conductive portion when being projected, and is provided at least at a region where it does not overlap the wiring layer and the conductive portion except for a part. |
