PROBLEM TO BE SOLVED: To provide a cleaning device in which breakage of a scraping member can be decreased and retention of a toner at a tip of the scraping member for a long time can be decreased.SOLUTION: A cleaning device 11 comprises: a scraping member 120 having a tip 121 to be disposed in contact with or close to a surface of an image carrier 2 and scraping a toner adhering to the surface of the image carrier 2; a toner receiving member 130 movable to a receiving position where a free end 131 is in contact with or close to a part of the tip 121 side of the scraping member 120 and movable to a separated position where the free end 131 is apart from a part of the tip 121 side of the scraping member 120; a supporting part 140 supporting the toner receiving part 130 in a manner to rotate or turn, so as to place the toner receiving part 130 at the receiving position or the separated position; and a biasing part 141 biasing the toner receiving part 130 with a predetermined biasing force so as to place the toner receiving part at the receiving position.
