PROBLEM TO BE SOLVED: To provide a continuous fixed-bed catalysis device comprising a means effective for removal of a solid product generating and depositing in a large-sized fixed-bed catalyst layer, and also to provide a catalysis method for efficiently reforming a material gas, particularly a tar-containing material gas using the device.SOLUTION: A continuous fixed-bed catalysis device 10 is provided with: an inflow path 16 for the raw material gas for catalysis; an outflow path 17 for a reformed gas; a catalysis container 11 which is connected to the inflow and outflow paths 16 and 17, and houses a lump catalyst layer 13 by contacting the inner wall of the container; and a catalyst holder 12 having air permeability that enables passage of a fluid and holding a catalyst layer. The catalysis device is characterized by comprising a drive mechanism 20 for lifting up and down the catalyst layer 13 by lifting up and down the catalyst holder 12.
