PROBLEM TO BE SOLVED: To provide a thermosetting silicone resin composition for sealing an optical semiconductor capable of expressing high hardness and a high refractive index.SOLUTION: A thermosetting silicone resin composition for sealing an optical semiconductor includes: (A) 100 pts.mass of organopolysiloxane in a liquid state at 25 °C that includes a silyl group having a phenyl group and an alkoxy group that may have a substituent group at their ends and that includes a phenyl group that may have a substituent group in its main chain; (B) 1-200 pts.mass of organopolysiloxane resin in a solid state at 25 °C that includes a silanol group, an alkoxysilyl group, and a phenyl group that may have a substituent group; and (C) 0.01-5 pts.mass of silanol condensation catalyst.
