PROBLEM TO BE SOLVED: To reduce a construction cost with a shortened piping length by arranging a cooling pipe only in a region where cooling is required and thereby achieving cost advantage, and to eliminate the use of a pump to reduce a cost as well as facilitate control of a flow rate.SOLUTION: Piping for cooling is arranged in a region having a height of 1.5 to 2 times a wall thickness from a lower placing joint. Cooling by pipe cooling is executed in the region having the height of 1.5 to 2 times the wall thickness from the lower placing joint of a wall structure with a portion above the region uncooled.
