PROBLEM TO BE SOLVED: To provide a cleaning device capable of reducing uneven polishing in an axial direction of a cleaning rotating body when the cleaning rotating body polishes a surface of an image carrier.SOLUTION: A cleaning device comprises: a cleaning rotating body 160 disposed to contact and slide on a surface of an image carrier 2, while the rotating body holds a toner on a surface thereof to form a toner layer; a planar scraping member 130 having a tip 131 to be in contact with or close to the surface of the cleaning rotating body 160, the scraping member 130 having a toner moving surface 133 where the toner is moved from the tip 131; and a downstream regulating part 140, which has a toner regulating surface 141 disposed orthogonal to the toner moving surface 133, and which stops the toner moved from the tip 131 of the scraping member 130 to the toner moving surface 133, by the toner regulating surface 141, thereby regulating the movement of the toner moved from the tip 131 to the toner moving surface 133 into a downstream side in a rotation direction of the cleaning rotating body 160. |
