PURPOSE: An apparatus and a method for controlling the brightness of a screen in a portable terminal are provided to control the brightness in order for the screen of a display device or the portable terminal not to be turned off when booting in a low battery state. CONSTITUTION: A control unit (110) is used for confirming the state of charge of a battery when a portable terminal is turned on. The control unit compares the confirmed state of charge with a predetermined first state of charge. When the confirmed state of charge is less than the first state of charge, the control unit operates the screen of a display unit by predetermined minimum value of brightness. The minimum value of brightness is set to prevent the screen from flickering or prevent the power-off of the portable terminal.
