PURPOSE: An elastic resilient device is provided to generate elastic resiliency when rotate exercising of fan-shaped rail having a rotation axis as an center using a mobile track of rail of other fan-shaped radius of both ends and elasticity of spring, and a chair for exercise including the elastic resilient device is provided to do leg and abdominal exercise. CONSTITUTION: An elastic resilient device (1000) comprises a pair of rotating unit, a fan-shaped rail, a roller pin, and a pair of elastic member. The pair of rotating unit is formed with a horizontal part and a vertical part, and on one end of the horizontal part, a slot is formed with a constant distant away. The fan-shaped rail is equipped between the pair of rotating part and the corner is combined to the other end of the horizontal part with a fixing pin to be rotated, and formed to be bigger as radius of the arch moves from one end to the other. The roller pin is inserted on both ends of the horizontal slot and forms a roller in the center to combine with the fan-shaped rail. The pair of elastic member ends are connected to the fixing pin and the roller pin. The fan-shaped rail has bigger arch shaped radius than the center radius. A chair (2000) for exercise comprises a left plate (2100), a back (2200), a lower par support (2300), and a pair of foot fixing unit.
