It is possible to provide a project management system and a project management system program for supporting effective building and management of a project by considering relationship between actions executed in a project management. For example, an electronic medical report system (1) includes an electronic medical record management center device (10) for managing information on a medical action executed on a medical site which device is connected via a network (30) to a plurality of terminal devices (20) used by users. The electronic medical record management center device (10) has linkage information for linking to other medical action for each of the medical actions. The terminal devices (20) generate electronic medical records by considering the relationship between the medical actions according to the linkage information.
