PROBLEM TO BE SOLVED: To provide a system use time management apparatus that prevents users' unauthorized access, and also reduces the workload of managing settings of system use time and increase the convenience of managing the settings. SOLUTION: When a user makes a login operation, the system use time management apparatus checks information on a belonging user group stored in a management database and checks use time settings in a predetermined order of priority to determine whether to permit a login according to the highest priority use time setting corresponding to the current time.
