PROBLEM TO BE SOLVED: To cope with multiple radio systems by extending the resource of a base station.SOLUTION: A radio signal processing method includes: a step of allowing a base station to transmit a resource measurement request to a general purpose resource device; a step of allowing the general purpose resource device to acquire resource measurement software from a distribution server when the resource measurement request is received, to measure a resource with the use of the acquired resource measurement software and to transmit a measurement result to the base station; a step of allowing the base station to determine a function to be assigned to the general purpose resource device on the basis of the measurement result, and to request software for operating the function to the distribution server; a step of allowing the general purpose resource device to load the software distributed from the distribution server in accordance with the request for the software by the base station and to mount the function to be assigned; and a step of allowing the general purpose resource device to operate the loaded software, to be operated as a part of the base station, and to perform radio signal processing.
