PURPOSE: A method of joining a tube and a tube sheet of a shell and tube heat exchanger and the shell and tube heat exchanger are provided to prevent a corrosion of a tube from being generated, and to prevent a hole of the tube from being generated due to a fluid which flows into a shell. CONSTITUTION: A method of joining a tube and a tube sheet of a shell and tube heat exchanger comprises a step aims to form a tube groove (12), a step aims to expand a tube, and a step aims to perform a tube side welding (14) and a shell side welding (24). In the tube groove formation step, a tube sheet groove (22) separated from a tube insertion hole in which a tube (10) is inserted in a predetermined distance is formed in a side of a tube sheet (20), and the tube groove is formed in an inner surface. In the tube expanding step, the tube is widened by inserting the tube into the tube insertion hole of the tube sheet. In the step performing a tube side welding and a shell side welding, the tube side welding which is a welding joint between the tube sheet and the tube and the shell side welding are performed. The shell side welding is performed by inserting a welding torch (40) into a tube inner side.
