PROBLEM TO BE SOLVED: To provide an instrument for mounting a photovoltaic power generation panel unit which prevents breakage of a photovoltaic power generation panel unit and the like by preventing or suppressing deflection or deformation of a place to which a load generated in a frame member by oscillation of the photovoltaic power generation panel unit is applied, and prevents or suppresses permeation of rainwater or the like from an insertion hole of a frame member into a room by making the insertion hole water tight by a fixing tool with a sealing part and the like, and to provide a method for reinforcing an existing corrugated slate roof and mounting a photovoltaic power generator using the instrument.SOLUTION: A frame member 10 includes: a frame body which is provided with a top plate part formed with a panel frame mounting bolt insertion hole and a plurality of long hole-shaped fixing tool insertion holes formed near the four corners of the top plate part, and a displacement preventing member provided along the peripheral edge of the top plate part; a panel frame mounting bolt and a reinforcing member screwed thereto; and a tapping screw-shaped fixing tool which is provided with a sealing member.
