PROBLEM TO BE SOLVED: To provide a technique of achieving an improvement in performance, such as an internal resistance and a cycle characteristic, while suppressing a manufacturing cost, regarding an electrode used for a capacitor having an aqueous electrolyte.SOLUTION: An electrode used for a capacitor having an aqueous electrolyte, includes: an electrode base material substantially made of aluminum or copper; a metal film that coats a surface of the electrode base material; and an electrode active material formed for a surface of the metal film. The metal film is made of a metal whose electrical potential with reference to a standard hydrogen electrode is -0.8 V or higher.
