PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of outputting images with less variation in image density from the start to the end of continuous printing not only in a normal-temperature and normal-humidity environment but also in a low-temperature and low-humidity environment, which is a particularly severe condition; a process cartridge and an electrophotographic device which include the electrophotographic photoreceptor.SOLUTION: An electrophotographic photoreceptor includes a support, and a photosensitive layer formed on the support. The photosensitive layer contains a phthalocyanine crystal containing a compound satisfying the following formulas (A) and (B) in a crystal. 8.9≤δP≤10.7 (A); -3.2≤L≤-1.5 (B) (In the formula (A), δP represents a polarity term of a Hansen solubility parameter; in the formula (B), L represents an energy level (eV) of LUMO obtained from a result of structure optimization calculation by density functional calculation B3LYP/6-31G.)
