PURPOSE: A producing apparatus and a producing method of an ice cream product are provided to prevent ice cream from melting and sticking to the hands of an eater. CONSTITUTION: An ice cream supply nozzle (130) is formed by being extended in a longitudinal direction corresponding to the length of a stick type snack. The ice cream supply nozzle is inserted into the inner bottom side of the stick type snack with an empty space inside and the lower side blocked. An operation lever (110) is operated for discharging ice cream through the supply nozzle. The ice cream fills the inside of the stick type snack (200) from the lower side, and the stick type snack moves towards a downward direction to fill the ice cream to the upper side of the stick type snack. A snack unit is in a cylindrical shape with an empty inner space, and the upper and lower sides are opened. A cap unit seals the lower side of the snack unit.
