PROBLEM TO BE SOLVED: To reduce recovery time of a communication system.SOLUTION: On the basis of earthquake information including estimated values of seismic intensity in areas through which a plurality of communication paths pass, a relay device determines whether at least one of the estimated values of seismic intensity in any area through which the communication path performing communication passes is equal to or more than a predetermined threshold, and changes communication paths when at least one of the estimated values of seismic intensity in any area through which the communication path performing communication passes is equal to or more than the predetermined threshold.
