PURPOSE: A control system supporting various Oss and an operating method thereof are provided to reduce time and effort according to potting work, and to assure stability, by providing an OS independent module. CONSTITUTION: If a second OS provides the skill of a control system function of a first OS, a control system function mapping part (310) maps control system functions of the first OS and the second OS. If the skill of the control system function of the first OS is provided by only the first OS, an emulation part (320) generates an emulation control system function on the basis of the control system function of the second OS to perform the function skill in the second OS, and maps the emulation control system function to the control system function of the first OS.
