The inundation prevention sheet (10) will suffice if only the upper end part thereof is simply fastened in the inundation prevention region, without necessarily requiring adhesive tape, etc. The lower end part of the inundation prevention sheet (10) is bent to have a horizontal attitude along a base foundation with a constant width thereof.
