PURPOSE: An underwater health care system, an underwater treatment control device, and an underwater treatment control method are provided to control spray intensity and direction. CONSTITUTION: An underwater health care system comprises a user state measuring unit(110), a program saving unit(120), a program selection unit(130), a plurality of nozzles(140), and a program execution unit(150). The program saving unit saves a plurality of designated drive programs. The program selection unit selects the drive programs according to based on the disease condition of a user. The plurality of nozzles sprays at least one of air bubble and water. The program execution unit controls spray intensity of at least one of air bubble and water.
