PURPOSE: A mechanical mixing-based electrostatic image developing toner is provided to improve the quality of images and to ensure sufficient charging capacity. CONSTITUTION: A toner composition includes a polymeric monomer, a coloring agent, a dispersion stabilizer, a charge controlling agent, a polymerization initiator, a hardness adjusting agent, wax, or an external additive. A method for manufacturing the toner composition includes the following: a charge controlling agent is prepared such that the particle surface hardness of the charge controlling agent is higher than the particle surface hardness of a polymer; the polymer is prepared; the charge controlling agent and the polymer are mixed by a high speed mixer; and an external additive is applied to the mixture.
