PURPOSE: A device to manage a rough grinding process for a computer numerical control system and a method thereof are provided to easily obtain a high quality processing material without difficulties according to manual computation of the operational speed of a cutter to an enterprise or a computer numerical control (CNC) system manager. CONSTITUTION: A device to manage a rough grinding process for a computer numerical control system comprises a rough grinding management control module (101), a rough grinding processing condition receiving module (105), a cutter route generating module (106) by each section inside a material, a cutter contact line length output module (107) by each section inside the material, a cutter operating speed output module (108) by each section inside the material, and a rough grinding execution information process module (109). The cutter operating speed output module outputs the length of the cutter contact line to correct by each section inside the material. The cutter operating speed output module calculates the length and outputs the cutter operating speed by each section inside the material. The rough grinding execution information process module generates the information included the cutter route information by each section inside the material and the cutter operating speed by each section inside the material. The rough grinding execution information process module delivers the rough grinding execution information to a machine block (3) through a computer block and a CNC block.
