PURPOSE: A heat recovery apparatus for hot water or steam supply is provided to reduce operation ratio of heating and cooling apparatus suing electricity, thereby reducing cooling and heating costs. CONSTITUTION: A heat recovery apparatus for hot water or steam supply comprises a first switching unit (10) transferring heat from a molten carbonate fuel cell to a heat exchanger; a second switch unit (20) discharging or blocking heat; a third switching unit (30) transferring fluids to a fluid circulation unit or blocking fluids; a fluid circulation unit (40) circulating the fluids; and a state-sensing unit (50) which measures the temperature of heat generated by the fuel cell, flux in a flow path, and the temperature and water level in the condensation tank; and a control unit (60) controlling elements according to operation algorithm or discontinue algorithm.
