PURPOSE: A wire rod coil annealing device is provided to include an air-cooling type cooling member increasing the severity of quenching with respect to the edge portion of a wire rod coil, thereby annealing the central portion and the edge portion of the wire rod coil uniformly. CONSTITUTION: A wire rod coil annealing device includes an annealing cover (100) and an air-cooling type cooling member. The annealing cover is arranged on the rear end of a laying head and surrounds a transfer passage of a wire rod coil (4) with a transfer roll (5). The air-cooling type cooling member is arranged in an edge portion side of the wire rod coil of the annealing cover and increases the severity of quenching. The cooling member includes an opening (103a), a window unit, a radiation thermometer (260), and a control unit. The radiation thermometer is installed in the annealing cover to measure the temperature of the central portion and the edge portion of the wire rod coil.
