<P>PROBLEM TO BE SOLVED: To provide a base station which implements a method of transmitting a scheduling unit to a mobile device to enhance mobile device functionality. <P>SOLUTION: To transmit the scheduling unit efficiently, information can be broken down into manageable units. The broken down units are organized into groups that enable the units to be sent as a function of available resources.
