<p>PURPOSE: A meter having communication security and a data transmitting/receiving system using the same is provided to reinforce the security during data communication between a server and a meter, thereby preventing a misuse or an abnormal use from the outside. CONSTITUTION: A meter(100) comprises a frame generating unit(110), a communication unit(120), a controller(130), and a storage(140). The communication unit is configured to communicate with a server. The frame generating unit is configured to encrypt a data frame using a public key received from the server via the communication unit. The storage stores the encrypted data frame. The controller is configured to control the communication unit to allow the transmittance of the encrypted data frame when the controller receives a message requesting the data from the server.
