<P>PROBLEM TO BE SOLVED: To provide a light emission device that emits light to efficiently reach hair roots under the skin, and to provide a shaver. <P>SOLUTION: The light emission device includes: a light emission tube 1 for emitting light; an optical filter 2 that transmits specific light having a predetermined wavelength in the light emitted from the light emission tube 1; and a housing 3 including a reflection mirror for reflecting the light emitted from the light emission tube 1 toward the optical filter.
