PURPOSE: A broadcast channel combining apparatus and a method thereof are provided to achieve efficient broadcast channel combining, by transmitting a control packet onto each transmission channel periodically when a bulk broadcast program is transmitted through broadcast channel combining. CONSTITUTION: An encoder (110) encodes more than one broadcast program into a transform stream (TS) packet and then outputs the TS packet. A multiplexing unit (120) mixes and multiplexes the TS packet with signaling information. A transmission unit (130) distributes and transmits the multiplexed TS packet through a combined channel. The transmission unit transmits a control packet including information about the TS packet transmission together at every TS packet transmission channel.
