<P>PROBLEM TO BE SOLVED: To provide a visible light communication transmission and reception method capable of transmitting and receiving a transmission signal using the same transmitting device even when a receiving device with sufficient processing speed and a receiving device with insufficient processing speed are mixed. <P>SOLUTION: A transmitting device 11 includes a light-emitting element 100, a modulation unit 110, a modulation result rearrangement unit 120, and a visible light emission control unit 130. The modulation unit 110 modulates a transmission signal. The modulation result rearrangement unit 120 rearranges modulation signals. The visible light emission control unit 130 controls the light-emitting element 100 to output a visible light signal. A receiving device 21 includes a light-receiving element 200, a visible light reception control unit 210, a light reception result rearrangement unit 220, and a demodulation unit 230. The visible light reception control unit 210 receives a visible light signal using the light-receiving element. The light reception result rearrangement unit 220 rearranges reception rearrangement signals.
