<P>PROBLEM TO BE SOLVED: To provide a material which is capable of forming a transparent conductive film excellent in conductivity, optical transparency, environmental resistance, process resistance, and adhesion by a single coating process, and to provide a transparent conductive film and a device element using the material. <P>SOLUTION: A coating film-forming composition is prepared, which contains: at least one selected from the group consisting of metal nanowires and metal nanotubes as a first component; at least one selected from the group consisting of polysaccharides and derivatives thereof as a second component; an active methylene compound as a third component; an electrophilic compound as a fourth element; and a solvent as a fifth component.
