PROBLEM TO BE SOLVED: To prevent the occurrence of detection omission of possessions because of little difference in minute signals emitted from a human body and possessions and absence of distinguishable contrast between the signals.

SOLUTION: A masking processing unit 151 detects an outer peripheral boundary of a person 10 that is an imaging object of a millimeter wave passive imaging device 100. The masking processing unit 151 then cuts out an imaging object portion (portion of the person 10) that is the inside of the outer peripheral boundary of the person 10 from an image picked up by the millimeter wave passive imaging device 100. A contrast correction unit 154 scales only the imaging object portion cut out from the picked-up image to perform contrast correction.
