The device has a voltage detection circuit (100) connected to an input between a phase and an earth of a power supply (11). An electrical energy reservoir (30) has an output connected to a voltage control circuit (200) of an electronic switch (Q1) i.e. MOSFET transistor. The control circuit controls voltage of the switch that is connected in series with an LED (LED1). The switch and the LED form a series signaling circuit (90) mounted at terminals of the reservoir. The control circuit has a voltage stabilization and regulation circuit (40) connected to input of an astable oscillator (50). The oscillator is a Schmitt trigger astable oscillator. An independent claim is also included for a voltage monitoring module.
