<P>PROBLEM TO BE SOLVED: To allow caffeine to easily flow out from tea leaves by destroying cell tissue, which are difficult to destroy only by steaming or roasting. <P>SOLUTION: The cell tissue is destroyed by making the cell tissue of the tea leaves aqueous and boiling the tea leaves under pressure or heating the same by electromagnetic waves in a microwave oven or the like so that caffeine can be allowed to flow out easily. After that, the tea leaves are dehydrated to reduce the caffeine concentration in the water of the tea leaves. Hot or cold water is poured again over the dehydrated tea leaves to further reduce the caffeine concentration.
